- Application of laws, regulations and administrative regulations related to the work of the Council.
- Carrying out procedures for all personnel affairs, including salaries, allowances, bonuses, vacations, promotions, performance evaluation, termination of service, and others.
- Determine the council’s job requirements in coordination with the relevant administrative units, and take procedures to appoint candidates to fill the positions.
- Preparing the draft budget for Chapter One "Salaries and Wages" for the Council in coordination with the Financial Affairs Department.
- Setting and organizing the plans, training programs and workshops necessary for the council's employees to develop and develop their job skills, in coordination with the competent authorities, following up the training process and evaluating the extent of benefiting from them.
- Preparing a draft description, classification, and arrangement of jobs, a draft job structure, and taking approval procedures.
