Central Municipal Council
The Central Municipal Council shall assume municipal affairs in the manner specified in the law and the internal regulations of the Council in cooperation with the Minister of Municipalities and the Environment. It consists of 29 members representing different cities, villages, and regions, who are directly elected Who can vote.
Right to nominate
Who has the right to nominate?
Every Qatari man or woman has the right to be nominated and meets the conditions required for membership of the Municipal Council in accordance with Article (5) of Law No. (12) of 1998 regulating the Central Municipal Council.
Candidate Conditions:
- His/Her original nationality was Qatari, or he/she acquired Qatari nationality, provided that his/her father was born in Qatar.
- Must be over thirty years old.
- Fluent in reading and writing.
- To be recognized by them as competent and honest.
- Not that he/she had previously been convicted of a crime of dishonor or dishonesty, Unless, it has not been a response to it.
- To be registered in the voter's list in the constituency in which he/she nominates him/herself, and place concerning the permanent residence.
- Must not be working in the Ministry of Defense, the Interior, or any other military entity.
Nomination procedures
Anyone who meets the conditions for membership of the Municipal Council may nominate him/herself for the membership of the Council according to the following:
- Go to the electoral district in which you are registered as a voter during the periods, and the times that will be determined for this purpose.
- Fill out the special application form for candidacy in front of the election committee.
- Submit a request for nomination with presentation of the ID card.
- Ensure that there is a name of who has submitted for nomination in the statement that is displayed at the headquarters of his/her constituency.
Appeals and grievances
Who has the right to appeal?
Every voter or candidate in his constituency..
Conditions:
The voter or the candidate must be affiliated with the district in which the contested person was nominated.
When:
Within seven days from the date of displaying the list of candidates at the constituency of the electoral.
Reasons:
Unavailability of membership conditions in the candidate.
Actions:
- Fill in the appeal form, including the reasons for the objection.
- Submit the appeal to the Chairman of the Committee to examine the appeals and grievances.
- Receive a copy of the appeal, sealed, from the committee.
- The aforementioned committee will decide on the objection within seven days from the date it is submitted to it.
- Displays the list of names of the final candidates at the office of the electoral districts, at least seven days before the elections.
Appeal the membership of elected members:
Who has the right to appeal?
Every voter or candidate in his constituency has the right to request the annulment of the election of any member who has been elected in his constituency.
Conditions?The voter or the candidate must be affiliated with the electoral district in which the contested member was elected.
Time:The appeal shall be submitted within fifteen days from the date of the announcement of the election result.
Reasons:
- he elected member has lost any condition of the required conditions.
- Any violation of the procedures stipulated in the law to regulate the process of the Election.
Actions:
- Fill in the appeal form including the reasons following the appeal.
- Submit the appeal to the Chairman of the Committee to examine the appeals and grievances.
- Receive a copy of the appeal, sealed, from the committee.
- The Committee shall investigate and submit its report, together with its recommendations, to the Council of the municipality who decides on the validity of the membership and whose decision is final.
- If a decision is issued by the Municipal Council to nullify the election of a member in one of the constituencies, a new member was elected in this department, provided that if violations or errors can be corrected, the Appeals and Grievances Inspection Committee took over this work and declared the victory of those whom it deems to be correct.
- A member contested for his election may attend the sessions of the Central Municipal Council and participate in its work until he issues a decision on his appeal.
General Provisions:
- Every candidate has the right to assign the assignment, and he has to submit the assignment by writing to the election committee in his constituency.
- Write down the assignment in front of the name of the person who applied for it in the list of candidates. A waiver of the candidate shall be announced on the external doors for election offices in the district in which a candidate was in.
- Every candidate has the right to enter the polling station and has the right to be assigned to that one of the voters in the electoral district must be a power of attorney in writing.
- The election process continues from eight o'clock in the morning until five o'clock in the evening. The chairperson of the election committee announces the end of the election process, then the committee begins on categorizing voices.
