The Central Municipal Council is the first house of democracy in Qatar, the first municipal council appeared in the early 1950s and was reconstituted in February 1963.
Believing in the importance of democracy in the advancement of nations and building citizens and society, the idea of electing the Central Municipal Council was revived when His Highness Prince Sheikh Hamad bin Khalifa Al Thani issued Law No. (12) for 1998, including five chapters and thirty-seven organizational articles, and during the years In the past, there have been five municipal elections in Qatar amid the participation of citizens in the process of running and electing men and women.
