By the system of electing the members of the Central Municipal Council
We, Hamad bin Khalifa Al Thani, Prince of Qatar,
After perusal of the amended provisional statute, especially with regard to articles (23) and (34) thereof,
Law No. (5) of 1970 determining the powers of ministers and assigning the powers of ministries and other government agencies and the laws amending it,
And Decree Law No. (20) for the year 1993 regulating the Ministry of Municipal Affairs and Agriculture and specifying its functions, as amended by Decree Law No. (27) for the year 1995,
Law No. (12) of 1998 regulating the Central Municipal Council, and in particular on Articles (3) and (4) thereof,
And upon the proposal of the Minister of Interior, the Minister of Municipal Affairs and Agriculture,
And upon the draft decree submitted by the Council of Ministers,
We decided:
Chapter one
In the electorate
The members of the Central Municipal Council can elect by each Qatari, in which the following conditions are met:
Every voter must exercise his or her right to vote in their constituency.
Each electoral district shall have a permanent voter schedule, prepared by a formation committee by a decision of the Minister of the Interior of a Chairman and two members, called the voter registration committee.
The voters list in each constituency shall be registered with the names of the voters, who have fulfilled the conditions necessary for exercising the right to vote, and the title, age, work, and place of residence of each of them.
Registration requests are submitted in writing to the Chairman of the voter registration committee, and they are registered in a special register according to the dates of their receipt. The applicant is given a receipt for that.
The voter registration schedule for each constituency is prepared in three copies, in alphabetical order. The voter registration committee maintains a copy, the second in the Ministry of Interior, and the third in the secretariat of the Central Municipal Council.
The voter registration committee must finish preparing the voters list within thirty days from the date of publishing this decree in the Official Journal.
Voter schedules are presented after completion of their preparation at the headquarters of electoral districts, and after that, from January 1st to January 15th of each year, they are presented at the headquarters of the Central Municipal Council.
Any person who meets the conditions set forth in Article (1) of this decree may request that his name be added to the voters list if he has not been previously registered in it.
Each voter registered in the said list may request the addition of the name of a person whose name has been neglected, or the name of the person who was unjustly deleted, within seven days of the date of the announcement of the voter rolls.
The application of the rules stipulated in Article (4) of this decree shall be followed in the submission of applications.
In each electoral district, the Minister of the Interior forms a committee called the “Appeals and Grievances Examination Committee” headed by a judge, and the membership of both the head of the voter registration committee and a representative of the Ministry of Interior, to adjudicate appeals and grievances related to registration in the voter lists.
Appeals and grievances are submitted in writing to the Chairman of the voter registration committee. He shall submit it to the Commission for the Examination of Appeals and Grievances the next day to present it to him.
This committee shall decide on the appeals and grievances submitted to it within seven days from the date of filing them. Its decision is final and cannot be contested in any way.
The voter's list shall be adjusted according to the decisions issued by the committee.
Voter schedules committees review in December of each year, as follows:

Everyone whose name is entered in the voter roll has the right to participate in the election. The Chairman of the registration committee shall be given to everyone who registered his name in the list, and his registration has become final, a certificate to that effect, including his name, age, electoral district, and the number and date of registration in the list.
Each voter must present this certificate when casting his vote.

In the election of members of the Central Municipal Council
The date for electing the members of the Central Municipal Council shall be determined by decree.
This decree shall be announced at the headquarters of the electoral districts at least two months before the said date. And published in the Official Journal.
Each electoral district shall have a formation committee, by a decision of the Minister of Interior, composed of a Chairman and two members, called the election committee. It specializes in conducting the election process, counting votes and announcing the result. The chair of the committee must be a judge.
Anyone who meets the conditions for membership stipulated in the Law on Organizing the Central Municipal Council may nominate himself in the elections of the Council, and no one may nominate himself in more than one electoral district, and submit the nomination in writing to the Elections Committee at least thirty days before the election date.
Nomination requests shall be recorded in a special register according to the dates of their receipt. A list of the names of the candidates in each constituency shall be drawn up and displayed at the headquarters of the electoral districts at least twenty-one days before the election date.
Every voter or candidate in any electoral district may contest the inclusion of any of the names mentioned in the names of the candidates in that constituency, due to the absence of any of the conditions for membership in him, within seven days from the date of displaying the list of names.
The objection shall be submitted in writing to the Chairman of the Appeals and Grievances Examination Committee referred to in Article (9) of this decree, including the reason for the objection. The committee shall decide on the objection within days of the date it was submitted to it.
Its decision in this regard is final, and it is not subject to appeal by any means.
The final list of names of candidates shall be displayed at the headquarters of the electoral districts at least seven days before the election date.
Election cards are prepared for each constituency that includes the names of the candidates in it, and the election committee shall be deposited.
Each candidate may waive the nomination in writing in front of the election committee, record the waiver before his name in the list of candidates, and announce his waiver on the external doors of the election headquarters in the district in which he was a candidate.
Maintaining order in the headquarters of the electoral committees is entrusted to the head of the committee, and he has the right to enlist the help of the police.
They may not enter the polling station except at the request of the chairperson.
Candidates have the right to enter the polling station, and they may assign a voter to that constituency, and the power of attorney shall be in writing.
It is not permissible for non-voters, candidates, and their proxies to enter the headquarters of the election committees, nor for any of them to display visible or hidden weapons. And it is considered a weapon in the rule of this article, in addition to firearms and white weapons, sticks that are not needed in person.
The Chairman of the committee gives each voter an election card. The voter must reclaim the places designated for voting inside the polling station, confirm his opinion on the card and place it in a closed box sealed with red wax.
A voter who cannot prove himself on the election card may express it orally so that only the members of the committee can hear it, and the Chairman shall confirm the voter's opinion on the card and place it in the box.
The election is by secret ballot. Each voter chooses one or more candidates, according to the number determined by the decision of the Minister of Interior to divide the electoral districts. Each voter expresses his opinion on the election card by proving the sign (4). In front of the name of those who wish to be elected.
The election process continues from eight in the morning until five in the evening, and the Chairman of the election committee announces the end of the election process, then the committee begins counting the votes.
Subject to the specific number of membership of the Central Municipal Council in each constituency, a member is elected who gets the relative majority of the number of valid votes. The elect, and a record of the election procedures and counting of votes, and the result of the election, shall be signed by the committee chairman and two members.
If he/she does not apply for candidacy in an electoral district more than the number specified for the membership of the Council, and only that number is left because of the abdication or death of others, the candidates declared elected members by acclamation.
The names of the members who were elected shall be published in the Official Journal, and their names shall be announced at the headquarters of the electoral districts following the appearance of the election results. Each candidate or voter has the right to request, within fifteen days of this announcement, that the election of any member who was elected in his district be invalidated by an offer he submits to the Chairman of the Appeals and Grievances Inspection Committee referred to in Article (9) of this decree, including the reasons on which the request is based.
The Graft and Grievance Inspection Committee shall investigate the appeals submitted to it following the previous Article, and prepare a report in its opinion accompanied by its recommendations, to be submitted to the Council to decide on the validity of the membership, and its decision shall be final and not subject to appeal in any way. And published in the Official Journal.
If a decision is made by the Council to nullify the election of a member in one of the constituencies, a new member in that constituency will be elected. However, if irregularities or errors can be corrected, the Appeals and Grievances Examination Committee undertakes this work and declares a victory for those whom it deems to be correct.
A member contested in his election may attend the meetings of the Central Municipal Council and participate in his work until he issues a decision on his appeal, and the decision to nullify the election does not have a retroactive effect.
Any provision that violates the provisions of this decree shall be repealed.
The Interior Minister issues the decisions necessary to implement the provisions of this decree, including the rules for organizing election announcements.
All competent authorities, each within its jurisdiction, shall implement this decree. And it shall be effective from the date of publication in the Official Journal.
